Singapore and Vietnam will hold their first high-level strategic dialogue on Aug 25.

The first Singapore-Vietnam Strategic Dialogue (SVSD) will be co-chaired by Coordinating Minister for Public Services Chan Chun Sing and permanent member of the Communist Party of Vietnam central committee secretariat Tran Cam Tu.

The high-level strategic platform was formalised through an exchange of memorandum of understanding on cooperation during President To Lam's state visit in May.

In a news release on Friday (Aug 21), Singapore's Public Service Division (PSD) said the dialogue will allow political leaders and senior officials from Singapore and Vietnam to exchange views on issues such as governance, leadership development, and transformation of public services.

During the dialogue, Chan, who is also Minister-in-charge of the Public Service and Minister for Defence, and his counterpart will deliver opening remarks anchored on the SVSD's main theme — "Towards a resilient future: Elevating Singapore-Vietnam partnership for technology and capacity building to new heights".

The SVSD will also discuss the sub-themes of: "Leading for tomorrow — developing future-ready talent" and "Building a new model for technology cooperation — towards a shared innovation space", PSD said.

At the SVSD, the agreement between the two countries' respective Ministry of Foreign Affairs on study visits by the Communist Party of Vietnam (CPV) will be reviewed.

A joint statement on the Singapore-Vietnam technology connectivity strategy is also expected to be issued, according to PSD.

Singapore's delegation for the SVSD, led by the coordinating minister, will include Minister for Foreign Affairs Dr Vivian Balakrishnan; Minister for Digital Development and Information Josephine Teo; Senior Minister of State for Education & Sustainability and the Environment Dr Janil Puthucheary; Minister of State for Defence Desmond Choo; as well as senior government officials.

Vietnam's delegation, led by Tu, will include Head of the CPV Central Committee Organisation Commission Nguyen Duy Ngoc; Head of the CPV Central Committee Policies and Strategies Commission aNguyen Thanh Nghi; Head of the Ho Chi Minh National Academy Doan Minh Huan; Minister for Foreign Affairs Le Hoai Trung; Minister of Science and Technology and Member of the Party Central Committee Vu Hai Quan; as well as senior Vietnamese officials.

During the Vietnamese delegation's visit to Singapore from Aug 24 to 25, Tu will pay a courtesy call on President Tharman Shanmugaratnam and Prime Minister Lawrence Wong.

He will also meet with Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs K Shanmugam, and Speaker of Parliament Seah Kian Peng.
