Mark Tan to become Tote Board chief executive from Oct 1

Mark Tan Kiak Yang, current deputy CEO for corporate and development at Land Transport Authority (LTA), will be appointed the Singapore Totalisator Board's (Tote Board) chief executive from Oct 1, the Ministry of Finance (MOF) and the board announced on Friday (Aug 14).

He takes over from Tan Choon Shian.

The incoming chief executive, 47, has more than two decades of public experience across policy, operations and transformation roles.

He has also held senior roles at MOF, the Ministry of Transport and LTA, where he is said to have contributed to national infrastructure financing, advanced future mobility and technology adoption.

"His experience in leading cross-sector initiatives, building organisational capabilities, and engaging diverse stakeholders positions him well to lead Tote Board as it continues to advance its mission of improving lives and building a better Singapore," MOF and Tote Board said.

Tan Choon Shian led Tote Board's evolution

The agencies also paid tribute to outgoing chief executive Tan Choon Shian, crediting him for leading the Tote Board's evolution into a future-ready, impact-driven organisation, while strengthening its role as a trusted steward of public funds.

During his tenure, he drove the Tote Board's digital and organisational transformation, strengthened co-ordination across the Tote Board Group, and oversaw the closure and transition of Singapore Turf Club, MOF and Tote Board said.

They added that the Tote Board is now "well-positioned" for the future as a more innovative, data-driven and impact-focused organisation.

Mildred Tan, chairman of Tote Board, thanked Tan for his leadership, acknowledged that he had guided the Tote Board through a significant period of transformation.

She said that this strengthened the board's role as an impact-focused grantmaker while fostering a more evidence-based and collaborative approach to creating lasting social impact.

The chairperson also welcomed Mark Tan, expressing confidence that his extensive public sector experience and commitment to public service will allow him to lead the Tote Board in delivering its approach of "building a Better Everyday for Singapore".

The outgoing chief executive will become Tote Board's senior adviser.
