The National Environment Agency (NEA) has issued notices to 10 Singapore-registered companies in the palm oil and forestry sectors as part of its probe into transboundary haze pollution linked to Indonesia.

In a news release on Friday (Oct 23), NEA said it had issued notices under Section 10 of the Transboundary Haze Pollution Act (THPA).

The notices seek details of their corporate links in Singapore and Indonesia, the locations of their land concessions in Indonesia, and fire prevention and firefighting measures undertaken by the companies or their associated businesses during the current dry season.

The 10 Singapore-registered companies are:

  1. Asia Pulp & Paper Company Limited
  2. Asia Pulp & Paper Company (China) Limited
  3. Bumitama Agri Ltd
  4. Golden Agri International Pte Ltd
  5. First Resources Ltd
  6. Indofood Agri Resources Ltd
  7. Kencana Agri Ltd
  8. TSH Global Plantation Pte Ltd
  9. TSH Oversea Pte Ltd
  10. Wilmar International Ltd

In a statement sent to AsiaOne, Asia Pulp & Paper confirmed that it received the notices on Friday.

"We are cooperating with the authorities. We are reviewing the notices and will respond to NEA as required," a spokesperson said.

Separately, NEA issued Preventive Measure Notices (PMNs) under Section 9 of the THPA to 10 Indonesian companies over fires in Sumatra and Kalimantan.

On Oct 16, seven companies received notices over fires in Sumatra, while three more were issued similar notices on Oct 19 over fires in Kalimantan.

The 10 companies are:

  1.  PT Bumi Andalas Permai
  2. PT Bumi Mekar Hijau
  3. PT SBA Wood Industries
  4. PT Paramitra Mulia Langgeng
  5. PT Sumatera Alam Anugerah
  6. PT Hutan Lestari Raya
  7. PT Bangkanesia
  8. PT Buana Megatama Jaya
  9. PT Mananjung Hayak
  10. PT Baratama Putra Perkasa

Under the PMNs, the companies must deploy firefighting personnel to extinguish fires or prevent them from spreading, and stop or refrain from burning activities on land they own or occupy.

They must also submit action plans to NEA to extinguish fires and prevent their spread or recurrence.

The agency is also requesting documents and information from the 10 Indonesian companies on fires within their concessions, measures taken to put out the fires, and their links with associated companies in Indonesia and Singapore.

'Important next step'

In a Facebook post on Oct 23, Minister for Sustainability and the Environment Grace Fu described the move as "an important next step" in establishing the facts and gathering evidence to determine whether companies had contributed to the haze.

"We will examine the links between companies in Singapore and Indonesia and follow the evidence," said Fu.

"Whether companies are based overseas or registered here in Singapore, we will follow the evidence and take errant companies to task where the evidence supports it."
