Residents in the area told AsiaOne they heard what sounded like an explosion at about 3pm.
When AsiaOne reached the scene just after 5pm, thick smoke could still be seen billowing out from the property.
It could be observed from about 450m away on Hougang Avenue 2.
At least four police fast response cars, two fire engines, one combined platform ladder, one light fire attack vehicle, and an ambulance were present at the scene.
Firefighters used a grass patch outside a low-rise private residential apartment as a staging area, and they were seen entering the scene donning breathing apparatus.
They were also seen conducting aerial firefighting using a combined platform ladder, possibly to prevent further spread of fire.
A section of the affected property's tiled roof sems to have collapsed, while some window panels were also missing.
An elderly man was seen being assessed by Singapore Civil Defence Force (SCDF) paramedics, before he was later taken to an ambulance.

In response to media queries, SCDF said in a Facebook post at 7.06pm that its firefighters deployed three water jets to surround, contain and extinguish the fire.
It added that a person from the affected unit had self-evacuated and that about 30 people from neighbouring units were evacuated by police officers and firefighters as a precaution.
One person from a neighbouring unit was assessed for smoke inhalation and subsequently taken to Singapore General Hospital, SCDF said.
It added that a firefighter sustained a sprain to his right ankle during firefighting operations but did not require treatment at the hospital.
Fire investigations are ongoing.
