2 Government sites in Mandai and Upper Jurong Road to be sold for purpose-built dormitories

Two new purpose-built dormitory (PBD) sites are set to be launched in Mandai and Upper Jurong Road in the second half of 2027, the Ministry of Manpower (MOM) and Ministry of National Development (MND) said in a joint statement on Friday (Sept 11).

Under the Government Land Sales Programme, MOM and MND will be releasing a new PBD site at Jurong Apartments which will be launched by JTC next year. 

This is on top of a separate site that was part of an announcement in March this year, which will be launched in the first quarter of next year.

Lorong Lada Hitam 1 is expected to have a site area of 10.7ha and have room for 15,000 beds.

The lease period for this plot of land will be 30 years, the ministries stated.

The second launch site will be at Jurong Apartments on 529 Upper Jurong Road and will sport a site area of 2ha as well as house approximately 8,100 beds.

It also shares a similar lease period of 30 years.

In March, MOM and MND announced JTC's launch of three PDB sites, including Lorong Lada Hitam 1.

Lok Yang Way near Pioneer and Gali Batu in Choa Chu Kang were launched as at June 2026, bringing the total number of dormitories up to 1,600 with around 467,000 beds for migrant workers available.

Meanwhile, in order to match employers' demand for migrant worker accommodation, Government aims to work with agencies and the dormitory industry to increase near-term supply.

Four new quick build dormitories will be operationalised, bringing in about 16,000 more beds in 2027.

MOM also intends to build a second PBD at Sengkang West with 7,200 beds by mid-2028, bringing the total number of beds added to the market between 2027 and the early 2030s to around 71,500, the ministries said.

"We will also temporarily extend the leases of existing dormitories and facilitate factory-converted dormitories, construction temporary quarters and temporary occupation licence quarters, subject to availability of infrastructure capacity and land," they added.

MOM is also looking into a temporary relaxation of the occupancy limits under the New Dormitory Standards and will provide an update at a later time.

The ministries will also provide updates to the industry regarding the dormitory supply pipeline on an annual basis.
